This is a Japanese brand of candy called "Milky". The packaging has become very iconic in Japan, which shows either the little girl Pekochan or her friend Pokochan licking their lips hungrily.

Relevance to Ranma 1/2

When Ryoga meets the Martial Arts Calligrapher, the old man draws Pekochan's face on Ryoga's stomach to make him invincible. Unfortunately, Ryoga finds the price of invulnerability to be too high. Other manga characters such as Shokugeki no Shoma/Food Wars!' Yuki Yoshino also make expressions in reference to Pekochan.
